Dogs Attack a Neighbor for Agitating Them

Michael Jason Downing, 83 years old, was found dead in his backyard in Jacksonville, Florida, killed by dogs. Lephus Felton who owned the dogs wasn't home the day of the accident but has said the neighbor regularly agitated the dogs. Many neighbors have pointed out holes in the fence where the dogs could slip out. Lephus is hopeful Jacksonville animal care and protective services will return them once evaluated, but the neighbors hope they are gone for good.
